Cannot login to dev portal via Github

      1. Create new developer account and application for him
      2. Disable Developer Portal Access Code in Audience->Developer portal->Domains & Access
      3. Enable login via GitHub in developer portal settings. Audience->Developer portal->Single Sign-on Integrations
      4.Try to authenticate via GitHub in Audience->Developer portal->Single Sign-on Integrations->GitHub press Test authentication flow
      5. Try to authenticate via GitHub in developer portal

      4 and 5 step fails with enforcing to enter Developer Portal Access Code even when is disabled. When is Developer Portal Access Code set validation doesn't work
