When performing upgrades on the operator, we'll need to support reconciliation of the configured Custom resources and potentially some direct user-configurable elements like ConfigMaps and/or secrets to allow new potential changes.

Discuss ideas and define a way to perform reconciliation that allows us to provide desired upgrades and allow the users some configurability.
