Cannot create service using OpenID Connect Authentication

      1. Try to create new API
      2. Select Authentication method: OpenID connect
      3. Click on Create Service button
      4. Returns with error: Couldn't create service, Check your plan limits

      It is not possible to create service with Authentication method: OpenID Connect.
      It will end up with error:

      Couldn't create service. Check your Plan limits.

      Not sure why this error occurred or what to do to to fix-it.
