Wrong values in Limits form should show warning or hint

      In application plan edit page: /apiconfig/application_plans/:application_plan_id/edit
      New or Edit form for Limits should throw some kind of warning or hint for user. In case of values like -0, non-numeric values a user can press Create/Update button but nothing happens.
      It should do something like in Pricing form:
