Step by step:

1. In admin portal Create new buyer/developer account
2. In admin portal Create application for that account
3. In developer portal:
   1. Log in with currently created developer account
   2. Go to settings -> plans tab
4. Current state: Unauthorized access page - message "You are not authorized to access this page."

Tested on echo application with public content on all pages.
