Expose aggregated health endpoint(s) that abstracts the complexity of user & provider keys.

These require the creation of test user & provider keys (Maybe a test tenant too?)
Why
So that 3Scale SLA can be monitored more easily in an Integreatly/RHMI cluster on OpenShift.
