We need to define a rake task in system to force a resync between System and Zync. This is particularly important because of the removal of wildcard-router in 2.6 and the creation of Openshift routes now managed by Zync. The task will ease migration to customers and, apart from that, in case a route fails to get created on deployment beyond Sidekiq's capacity to recover, we can force a resync.

This is to help customer upgrade from 2.5 to 2.6 where wildcard-router is removed.
The task should send an event to zync to build the routes.
