In some organizations, where multiple Departments or Multiple Countries are using the platform there is the requirement to standardize the service definition across Tenants.
The use cases are multiple for example:

      • the Main Holding wants to make sure some details are filled during service creation or some metadata is present by default (and not changeable) when the Subsidiary Companies create new Services
      • in a B2B2C model, the Reseller wants to publish some Service to the Seller with a set of information (for example endpoints and backend host) not modifiable
      • in a multi department deployment, for security or policy reasons, the services, when created, need to have a set of gateway policies applied (modifiable or not by the department)

I understand some of this logic could be partially covered by toolbox in terms of service copy, but the whole logic related to Tenants is missing (including R/W roles on template Services).
