Command to create/update/delete application

    Description

      In order to be able to perform e2e tests to support e2e API lifecycle, it will be needed to create at least 1 application (in addition to application plans).

      If this needs to be a separate command or not, or part of which other commend, needs to be discussed. nmasse Could you provide some input?
