"Instant Bill Plan Change" feature is disabled on 3scle on-premises, so please remove this item:

Regarding billing plans, only traffic generated within the current month will be billed when there is a plan change in the middle of the billing cycle. If the contract has non-billed traffic in previous months, this will never be billed.
