The request is to have the ability to activate with the 3scale API a default level of alert (eg.90%) and also have the ability to chose to whom (admin and/or developer) you want to send the alert and by which means(web and/or email) for all services that will be created. For example, if I had the feature:

• I enable this feature with 90% of level of alert, send by email to admins
• I create a new Service and by default an alert with the above settings is enabled
