Ability to set notification preferences with 3scale API

Some customers use 3scale API instead of the admin portal UI. There are some features like Notification Preferences that are only possible to activate from the admin portal UI.

The request is to have the ability to activate Notification Preferences with the 3scale API. Currently Notification Preferences can be enabled from the UI from Gear Icon > Personal > Notification Preferences:

• Accounts
• Billing
• Applications
• Services
• Usage Alerts
• Reports

There are 2 possible scenarios to take into consideration when using the 3scale API endpoint:

• An admin user should be able to change the Notification Preferences for member users.
• A member user should be able to change its own Notification Preferences.
