Can't Sign in to developer portal with account that is not activated

      With account that is not activated can't be signed in to developer portal, even if 'Always approve accounts that sign up through this SSO Integration' is checked in Audience > Developer portal > SSO Integration > RHSSO
      In this situation Sign in process throws "Signup disabled".
