Make it clear that user cannot create access token when she doesn't have rights to access any API

I've created user with role Member and only permission to access Developer Portal. Then I've tried to create access token under that user account and I was not able to do that because I don't see Scopes, see screenshot.

Dev notes

There is no Developer Portal API available for any customer (it is in beta not rolled out)
So we need to make an intersection of the scopes that a member can access to and the scopes that are available to them for creating a token.

If this list is empty, just do not allow creating/editing an access token
