Rate limits on a gateway

Customer's questions:

Is there a way to to set a limit at the gateway? So a huge +/- variance is observed we can quickly understand issues.

Say we have a gateway that usually expects 1000 total hits per minute. If number of hits is plus or minus 20% on a specific minute, it is fine and can be justified. If, due to some attack, the number of hits reach 100000 on a specific day, then there is something wrong. In such cases can 3scale alert us stating that there is an abnormal hit count?

Similarly on any minute if the count becomes 10, that too is a scenario where we need to check. Can we get such capability from 3scale?
