Member provider without permissions to access the services can see them clickable in the top selector

    Description

      In the Top menu navigation selector for the services, there is a list of all services and they appear to be clickable (blue glow), but they are not - since the user is not able to access them, I would suggest to remove them or make them not clickable (but it is confusing since you cannot select them).
