Steps to Reproduce:
1. Go to the master portal
2. Go to the audience
3. Click on the ActiveDocs (not sure whether this should even be here)
4. Get an error

Description

When I try to access the ActiveDocs using the menu, I get an access denied error

/buyers/accounts -> /admin/api_docs/services
