The main focus for this first version is to have a working solution for service publishing and discovery between FUSE 7.2 and 3scale 2.4.

3scale is expected to discover all adequately annotated Services in any project/namespace that the ServiceAccount/User has access to. That includes the namespace where 3scale/Fuse is installed if it is accessible.
