The APIcast Headers Policy allows to add/set/push header values, but currently there isn't a "delete" operation.

In theory, setting an empty value should work as the delete operation. However, the UI doesn't allow for an empty value.

Proposed fix after discussing with dortiz-1 is to add a 'delete' operation.
