Can not download Usage CSV in Internet Explorer 11

      1. Open Admin Portal in Internet Explorer
      2. Go to Analytics
      3. Click on an API Usage link
      4. Click the Download CSV link
      5. Observe error

      When attempting to download a CSV for API Usage, Internet Explorer responds with a "The webpage cannot be displayed" error page. See attached screenshot.
