When a tenant is scheduled for deletion, it can't be updated anymore, but in the UI there should be a "Resume" button, which is currently missing.

The change was apparently caused by this commit: https://github.com/3scale/porta/commit/08056805b469a00488e9c3fe7f38d0e9b4f29592
but it needs to be investigated whether the behavior should be different for buyer vs provider screen.
