Reloading a large configuration (over 500 services) causes the worker to rebuild policy chain, by default, every five minutes. During this process, incoming requests are stalled, with one customer reporting delays up to 12 seconds.

The flamegraph indicates that the gateway is spending a significant amount of time on JSON encoding/decoding operations and regular expression processing.
