Operator does not add “Managed by operator” annotation to Tenant and Buyer

      When upgrading Red Hat 3scale API Management from version 2.15 to 2.16, the operator does not correctly add the annotation required to display the “Managed by operator” banner on all relevant Custom Resources.

      The issue occurs specifically for account-related CRs (Tenant and Buyer). As a result, the banner is not shown for Tenant and Buyer objects, even though they are managed by the operator.
