on the OCP 4.20, when want to install 3scale operator from OperatorHub, we can only see 2.13, which is wrong. According to discussion, it should be 2.16. But at this moment, to my knowledge, 3scale 2.16 does not officially announce to support OCP 4.20. So how can we handle this transitioning period. The goal is to avoid confusion. 

We should also consider the supported apicast operator channel on OCP 4.20.
