We allow multiple app_key objects per application but we only track the usage per app_id. The use case here is that different teams will have the same integration point but use different app_key for individual scripts/modules etc running through that integration point. If the overall usage limit is being exceeded then the admin of the Developer account wants to be able to see which team is using the API excessively.
