It seems this problem occurs in the following order:

1. etcd encryption keys are renewed weekly
2. resourceVersion s of all secrets and some other resources are renewed.
   • in this case, resourceVersion of redis-config ConfigMap is renewed.
3. 3scale-operator sets the values to system-redis and backend-redis Deployments.
   • spec.template.metadata.annotations.redisConfigMapResourceVersion in these deployments are renewed.
4. system-redis and backend-redis Pods are redeployed.
