Cannot suspend provider account

      It is not possible to suspend user account in the admin portal in UI nor via the API  ->
      /admin/api/users/{account_id}/suspend.xml
      It is possible to suspend only current logged in user, not any other account.

      There is a message in the UI - "Cannot suspend developer account."

      No strange log in pods
