Alerts settings are not updated on backend when calling backend:storage:rewrite

      If the Backend redis is wiped, the data can be repopulated from System via the rake task backend:storage:rewrite, however, this does not push the information about the enabled alert levels (levels of usage at which the notifications are going to be sent).

      The expectation is that after running the task, the alert levels are set correctly for each service in the backend redis. To check this, you can look for the following keys in backend redis (where 123 is the service ID):

      alerts/service_id:123/allowed_set
