The old notifications system allowed to enable/disable notifications for all the account users at the same time.

About 8 years ago, we created a new notification system which is more fine-grained and allows every user to configure their own notification preferences.

The old system was deprecated but still works, and the new system is still today a rolling update.

After more than 8 years, it's time to definitely remove the old system, stop the rolling update and integrate the new system as the only one.

Release notes:

The old notification system has been disabled and notification preferences belong to users instead of accounts. The migration might have altered some preferences. Please check the new preferences from Account Settings -> Personal -> Notification Preferences
