There's a note that

Red Hat 3scale API Management backup and restore is deprecated and no longer the focus of development. Refer to OpenShift APIs for Data Protection information and instructions.

However, using OADP requires permissions that 3scale users have never needed before.
There are existing 3scale users who do not have those permissions and have difficulty obtaining them.
Procedures should be provided that can backup and restore within the permissions of existing 3scale users.
