WHY
We recently discovered that some on prem customers installed the 3scale Operator based on the Mas Channel. This is unsupported on prem.
We want to move customers back to on prem from mas before removing mas from the OCP index and preventing further upgrades and installs
We will provide migration steps for 2.14 and 2.15 equivalent operators. This JIRA covers 2.14 and this JIRA covers 2.15

HOW
For 2.14 we will allow a migration from Operator version 0.11.8 Mas to 0.11.10, 0.11.11, 0.11.12 and 0.11.13 (when released)
These represent the 2.14 equivalents.
