In the new field definition for account form, item in the field definition dropdown menu disappears after unsuccessful create action

steps to reproduce:

1. Login to admin portal
2. Navigate to the new field definition for account form (endpoint /admin/fields_definitions/new?fields_definition[target]=Account)

1. Select some item from the "Field from scratch or based on existing field" dropdown menu except "[new field]"
2. Click on the create button without filled "Label" text field
3. Chosen item is not present in the dropdown menu anymore
