The steps here can be extended, to also include scaling down the Operator.

This will prevent the Operator from Reconciling 3scale CRs and sending unnecessary API calls to a scale instance that itself is down.

Simply add a step 7 to inform customers to scale down the Operator Deployment.

When turning the passive cluster to the active, inform the customer to scale up the Operator Deployment after scaling up the 3scale replicas
