Current behaviour

The default propagator set in opentelemetry-cpp upstream is W3C but this directive should be configurable so that it can also be set to b3 propagator which currently is not possible. The directive is commented out and no setting is available to configure it

Expected behaviour

To be able to set the propagator value via the opentelemetry_propagate directive.
