Allow the provider to change admin and developer portal domain via API and UI

      Currently the provider (tenant) can only change the developer portal domain via UI.

      The request is to allow changing both admin portal and developer portal domains via UI and API.

      Do we allow tenants to change their domain address themselves? Or only master can do it?
      We need more definition here.
