ActionDispatch::Cookies::CookieOverflow (ActionDispatch::Cookies::CookieOverflow) during session create with SSO login

      Current Behaviour

      When trying to login via RH SSO the session create action fails due to a CookieOverflow error. The cookies do not exceed the default limit of 4KB.

      Expected Behaviour

      Login succeeds if Cookies do not exceed 4KB max size and if they do exceed then they should be dumped for analysis.
