APICAST_LOG_FILE doesn't write to relative path

As described in the [documentation](https://access.redhat.com/documentation/en-us/red_hat_3scale/2.2/html/deployment_options/apicast_environment_variables) the parameter APICAST_LOG_FILE should be able to write to a relative path but only the absolute path is written to.
