Fix APIManager .status not reporting available

      WHY
      We need the APIManager reconciler to accurately and consistently calculate and set the .status of APIManager CRs.

      WHAT
      When running the operator locally, we're occasionally seeing a scenario where the 3scale installation has fully completed but the APIManager CR isn't reporting its .status as Available=True. The conditions required for it to be considered available are all Deployments reporting available and the six default routes being ready.

      HOW
      The APIManagerStatusReconciler calculates it's availability status here.

      Keep reconciling under status is available

      • APIManager status consistently reports Available=True when it is available
