A customer plans to mirror 3scale 2.13 image in a disconnect environment and discovers that only the latest version of zync image (3scale-amp2/zync-rhel9) is available in the catalog.

However, I have no problem pulling the old image (3scale-amp2/zync-rhel8)

Is this intended? And will we have the same problem in the future when we update other image to rhel-9?
