Update 2.14 Release Notes v1

Update the 3scale 2.14 release notes to add some extra issues that where finally incorporated in the release.

In the New features -> 3scale Operator Enhancements section add:

• Support for OAuth2/OIDC in the OpenAPI CRD (THREESCALE-9573)

In the New features -> Security, performance, and other general improvements section add:

• Improved security with requiring the current password on the password update form (THREESCALE-6648). Check this article for detailed information.
• Ability to fetch whether an ActiveDocs is 'published' or not (THREESCALE-7403)

Public link to the Errata returns a 404 error and needs to be fixed.
