An account can be created via CR only if an admin user CR it references already exists.
However, if a user creates the account CR first, then the admin user CR, the reconciliation won't happen which will result in 2 failed state CRs.
We need to ensure that the flow can work both ways, being either an account referencing an admin user, or an admin user referencing account can be created first.

Alternatively, re-think the flow and identify a better solution since this solution isn't perfect.
