      When user is created via CR it is auto-approved. We need to provide functionality to specify the intial state of the user created.

      This is similar to https://issues.redhat.com/browse/THREESCALE-10535 where we need to find a solution on how to report the status of current approval state and how to re-reconcile the CR when admin approves the 3scale resource.
