All accounts created via CR and API are automatically approved. However, API allows for changing the state of the account to suspended. We need to provide suspension/resume functionality to Account capability.

Extend accounts capability with specifying one of 3 states accounts should be in.
This can be done via another API call after signup call to configure the approval state.
