Apicast is unable to fetch specific config version for a service

      When starting apicast with APICAST_SERVICE_8_CONFIGURATION_VERSION=2 the configuration fetch for this service fails with the following error in system-app's log:

      10.8.40.12 - - [28/Mar/2017:11:15:28 +0000] "GET /admin/api/services/8/proxy/configs/sandbox/2.json HTTP/1.1" 404 - 0.0102

      The reason for this is that the configuration file is (very likely incorrectly) available under different identifier 

      /admin/api/services/8/proxy/configs/sandbox/12.json

      Notice the difference in the
