Add a 3scale API endpoint to retrieve the methods and their status (enabled/disabled) in an application plan

      Currently it is not possible to review the methods enabled in a specific application plan from the 3scale API. The only way to see the methods enabled is by checking the application plan from the admin portal UI . When there is a large list of methods it is difficult to check this manually.
      It is a requirement for some customers to review those methods and it would be a useful tool to compare application plans.
