In Search boxes at Developers and Applications pages in Admin portal, 1 or 2 characters are not valid search strings because 3scale indexes 3 or more length of substrings and the minimum length of account name is 3.
As the input box is not validate minimum length, it is confusible whether 1 or 2 characters are valid search strings or not.
