Our plans are not useful for others, and they will want to define their own, not have an Admin Portal messed up with a bunch of 3scale plans they know nothing about, and they may want to have their own upgrade path list of plans.

Delete 'heroku' and 'appdirect' plans from the Code.

For the rest of plans: load from Yaml file.
