      In 12.4.2. Configuring RH-SSO to have a 3scale client,
      set Email Verified to ON in Step 10.iii isn't required.

iii.  Enter a username, set Email Verified to ON, and click Save.

      Note that Email Verified is required for integrating Admin Portal with RHSSO.
