      Default values for the new HPA CR
      min => 1
      max => 3 or what is currently set if that is higher (TBC)
      cpu % => requires performance testing
      memory % => requires performance testing

      Initial CPU performance testing

      90% with 50M, 100M, 150M, 200M, 300M, 500M
      80% with 50M, 100M, 150M, 200M, 300M, 500M
      70% with 50M, 100M, 150M, 200M, 300M, 500M
      With Peak x4 as per document
