"Email" field of the "Create Account" form in admin portal is case sensitive (on premise versions)

      While creating new Account from 3scale admin portal (Audience->Accounts->Listing->Create), currently is possible to create two different accounts with single email id as "Email" field is case sensitive in the on-premises versions (ie. 2.13).

      Steps to reproduce the issue in 3scale 2.13 on-premise with default embedded mySQL db:

      1) create a new account with a user with this email:  aabbcc@redhat.com

      2) create another new account with this other email: Aabbcc@redhat.com

      Both accounts are created successfully, which shouldn't happen as the expected behavior is that field to be case insensitive.

      In 3scale SaaS platform the issue is not reproducible. If we repeat the about steps in a 3scale SaaS account, when trying to create the second account, a "Has been already taken" error is displayed in the email field of the form.

      note: the issue has been also reproduced in 3scale 2.11 on-premise.
